Program: Community Programs
Reports to: Chief Program Offices
Location: Emsworth
Hours: Full-time, salary, exempt position with flexibility.   ESSENTIAL FUNCTIONS:
The Vice President of Family and Social Service Programs provides strategic leadership, operational oversight, and program development for a comprehensive portfolio of community-based services. This senior leadership position is responsible for directing and expanding programs including In-Home Services, Visit Coaching, Stop Now and Plan (SNAP), Parents and Children Together, Customer Assistance Programs, and the Daycare/Learning Center. The VP serves as a key member of the senior leadership team and is a champion for families, children, and individuals served across all programs.
  KEY RESPONSIBILITIES:
  • Strategic Leadership & Program Development
  • Set and execute strategic vision aligned with organizational goals
  • Drive program innovation, expansion, and continuous improvement using data
  • Stay current on best practices in family services and social work
  • Program Oversight & Operations
  • Oversee daily program operations, ensuring compliance with regulations and funding requirements
  • Manage budgets, financial performance, and program reporting systems
  • Maintain program accreditation, licensing, and documentation standards
  • Leadership & Staff Development
  • Lead, supervise, and develop program staff and leadership teams
  • Foster a positive, inclusive, high-performing culture
  • Provide coaching, professional development, and facilitate cross-program collaboration
  • Community & Stakeholder Engagement
  • Build and maintain partnerships with community agencies, funders, and stakeholders
  • Represent the organization in external forums and advocacy efforts
  • Support grant development and fundraising initiatives
  • Compliance & Quality Assurance
  • Ensure adherence to all regulatory and funder requirements
  • Oversee risk management, safety protocols, and incident reporting
  • Prepare for audits and maintain up-to-date policies and procedures
REQUIREMENTS:
  • Master's degree in Social Work, Human Services, Public Administration, Nonprofit Management, Early Childhood Education, or a related field required; clinical licensure (LCSW, LISW, LPC, etc.) preferred.
  • 7-10 years of progressive leadership experience in human services, family programs, or social services, including senior-level management of multiple programs and teams.
  • Demonstrated success in program development, quality improvement, outcome measurement, and grant or government-funded program oversight.
  • Strong knowledge of child welfare, family support services, and evidence-based practices; early childhood or childcare experience preferred.
  • Proven leadership, financial management, analytical, and relationship-building skills.
  • Excellent interpersonal, communication, and public speaking skills.
  • Proficiency in Microsoft Office and data management/reporting systems.
  • Must be at least 21 years of age, have a valid Pennsylvania driver's license and obtain required clearances (Act 33, Act 34, and FBI).
  • Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA and other federal, state and local standards, including meeting qualitative and/or quantitative productivity standards.
